The Community Court of Justice of the Economic Community of West African States (ECOWAS) has launched its Electronic Case Management System (ECMS), marking a significant step towards strengthening regional judicial integration, improving access to justice and enhancing transparency across West Africa.
Speaking at the launch in Abuja on Monday, the Chief Registrar of the ECOWAS Court, Yaouza Ouro-Sama, described the digital platform as a transformative initiative that will harmonise judicial processes across member states while making justice more accessible to citizens throughout the region.
According to Ouro-Sama, the ECMS will streamline case management by reducing delays and administrative bottlenecks, provide real-time access to case information for stakeholders, bridge geographical barriers to justice and promote regional integration through harmonised judicial procedures.
He said the initiative reflects the Court’s strategic commitment to institutional modernisation, efficiency and judicial excellence.
“The ECMS is more than a technological advancement; it is a transformational leap,” he said, noting that the platform was successfully deployed despite administrative, procurement and technical challenges.
Also speaking, President of the ECOWAS Court of Justice, Justice Ricardo Goncalves, described the launch as a historic milestone that will strengthen justice delivery for more than 400 million people across the ECOWAS region.
“We have gathered to mark the beginning of a new era in which technology strengthens access to justice, enhances efficiency and promotes transparency in the administration of justice,” he said.
Goncalves noted that the Court has remained committed to promoting the rule of law, protecting human rights and advancing regional integration since its establishment.
He said the COVID-19 pandemic accelerated the Court’s digital transformation, leading to the adoption of guidelines on electronic case management and virtual hearings.
The multilingual web-based platform, available in English, French and Portuguese, will digitise every stage of judicial proceedings, including electronic filing of cases, case management, electronic notifications, secure communication and digital archiving.
According to him, the system will significantly reduce administrative delays, eliminate unnecessary bureaucracy and improve transparency, institutional accountability and service delivery.
Legal practitioners will be able to file documents and monitor cases remotely, while litigants will benefit from easier access to the Court and faster processing of cases. He added that member states would gain greater confidence in a modern and efficient regional justice system.
Goncalves, however, stressed that the adoption of technology would not replace judicial decision-making.
“Technology is a tool in the service of justice, and the Court’s decisions remain firmly grounded in the law, judicial independence and fairness,” he said.
He disclosed that the Court aims to have at least 80 per cent of legal practitioners registered on the platform within six months, with all new cases to be filed electronically. The Court also targets becoming fully digital by 2030.
Calling on judges, lawyers, member states, litigants and development partners to embrace the platform, Goncalves said its success would depend on stakeholders’ commitment to its effective use and continuous improvement.
He officially declared the Electronic Case Management System operational, describing it as “a transformative step towards a more modern, efficient, transparent and accessible justice system.”
